On December 23, the US Department of State Security notified the State Tourism Bureau on Guam about the date of introduction of a simplified visa regime for Russians. Citizens of the Russian Federation will be able to visit Guam without an American visa, starting from January 15, 2012.

The adopted memorandum regulates the visa-free entry of Russian citizens by the following criteria:

• the period of stay in Guam and / or the Northern Mariana Islands should not exceed 45 days
• flight for a non-exchangeable round-trip ticket, with a fixed return date of 45 days
• provision of a completed and signed I-736 form on the immigration control in Guam (distributed by an air carrier on board the aircraft);
• before Immigration control on Guam filled and signed form I-94 (distributed by an air carrier on board the aircraft);
• every arriving, including infants, must have a valid foreign passport;
• a person arriving in Guam must present a document confirming tourist purposes travel (an invitation from a hotel or a land-based tour operator),
• the effect of a facilitated visa regime applies only to the territory of Guam and the Northern Mariana Islands,
