The total cost of the project is estimated at 96.4 billion won. Construction work started in May 2009, and construction is expected to be completed in September 2010.

@ Floating platforms for islands will consist of independent sealed compartments, assembled by welding from blocks. To prevent the floating islands from breaking down, they will be fastened with steel chains 12 cm thick to special reinforced concrete anchor blocks. At normal times, the length of the chain will be 3 to 4 meters, but if necessary, it can be increased to 17 meters. Islands will be able to stay in place even in the event of severe flooding

Each island will have a global satellite positioning system. If the island deviates more than 1 meter from the specified coordinates, four winches will return it to its original place.
